The Open University in the UK publishes much of its research openly through ORO, Open Research Online.
It has an OCW/OER website, OpenLearn.
It uses lots of open source software including being one of the world’s biggest developers of the Moodle VLE.
It is a distance learning University and has been using technologies, including the web, for decades to deliver high quality learning experiences to remote learners who would otherwise had no route into higher education.
We’d be interested to hear more about your concept for an Open University.
